Abstract:

This paper aims to cast new light on the outbreak of the First World War by using little known Russian archival sources to test the contention that Tsarist Russia began to mobilise secretly on about 12/25 July 1914, some five days before Russia’s official announcement of general mobilisation. This issue matters because to prove that Russia did mobilise secretly would seriously compromise the widely held view that Germany was primarily responsible for the war, and equally it would undermine the recent rejection by Christopher Clark and others of ‘prosecutorial narratives’ about responsibility for the outbreak of the war. Focusing on the essence of mobilisation - mobility, the paper uses the archives of the Russian transport ministry to discuss whether developments on the railways during the week from 12/25 confirm or refute the notion of secret mobilisation.
